PEOC DIRECTORS

ZACH ROBERTS

PEOC Director


Zach Roberts (Pittsburgh, PA) returns as the Director of the Pittsburgh Elite Officiating Camps for the fifth consecutive summer in 2016.


Zach currently officiates professional hockey in the American Hockey League (AHL) and the ECHL.  He has previously worked in the Central Hockey League as well.


Zach also currently officiates NCAA Division I Men's hockey in the Big Ten.  He has previously worked in the Central Collegiate Hockey Association (CCHA), Atlantic Hockey, College Hockey America and the ECAC.


In addition to his collegiate and professional hockey officiating experience, Zach was also previously a member of USA Hockey's Officiating Development Program (ODP), working multiple USA Hockey Junior National Championships.  During his time with the ODP, Zach was selected to USA Hockey's Regional and National Officiating Development Camps.


Additionally, Zach is a member of the USA Hockey Officiating Program Instruction Staff and has instructed and presented at numerous Mid-Am District seminars and Regional Camps.

RAY KING

PEOC Officiating Development Director


Ray King (Erie, PA) returns to the Instruction Staff of the Pittsburgh Elite Officiating Camps for the fourth consecutive summer in 2016.  
 
Ray currently officiates professional hockey in the American Hockey League (AHL) and ECHL.  He also currently officiates major-junior hockey in the Ontario Hockey League (OHL).
 
Ray also currently officiates NCAA Division I Men's hockey in the Big Ten and Atlantic Hockey.  He has previously worked in the Central Collegiate Hockey Association (CCHA), College Hockey America and the ECAC.
 
Additionally, Ray is a member of the USA Hockey Officiating Program Instruction Staff and has instructed at many Mid-Am District seminars and Regional Camps.  He is also a current Mid-Am District USA Hockey Supervisor of Officials.

Ray is also a supervisor for USA Hockey's Officiating Development program, supervising officials in leagues such as the NA3HL, NAHL, and USHL.

DAVE FRYER

PEOC Operations Director


Dave Fryer (Pittsburgh, PA) returns to the PEOC staff for the third consecutive summer in 2016. 


Dave has recently held the position of Referee-in-Chief of the Western Pennsylvania Hockey Officials Association (WPHOA).


Dave is also a member of the USA Hockey Seminar Instruction Staff. Dave has made presentations at USA Hockey Officiating Program Seminars throughout the Mid-American District.  


Dave is the current Commissioner of College Hockey East (ACHA Division III) and the Pennsylvania Interscholastic Hockey League (PIHL), the high school hockey league based out of Pittsburgh, PA.

FRANK BASTONE

PEOC Program Director


Frank Bastone is the Program Director of the Pittsburgh Elite Officiating Camps.  He was selected to attend the very first PEOC in 2012, and has been involved in every camp since, both as a participant and as an instructor. 


Frank currently officiates in the USA Hockey’s Officiating Development Program (ODP) as a linesman. He also officiates collegiate hockey as a linesman and a referee in the Eastern Collegiate Athletic Conference of the NCAA. 


In 2013, Frank became a USA Hockey Seminar Instructor following his attendance at the Eastern Instructors Seminar in Lake Placid, NY.  Frank earned the Milt Kaufman award which is given to the official who most exemplifies hard work and dedication to officiating.

KEITH KAVAL

PEOC Instructor


Keith Kaval (Erie, PA) currently officiates professional hockey in the American Hockey League (AHL).  He has previous professional hockey officiating experience in the ECHL, CHL and UHL. 


He also currently officiates major-junior hockey in the Ontario Hockey League (OHL) and NCAA Division I Men's hockey in Hockey East. 


Keith also is a current member of the International Ice Hockey Federation (IIHF) officiating staff and has worked in several international tournaments.


Additionally, Keith is a member of the USA Hockey Officiating Program Instruction Staff and has instructed at many District seminars, Regional Camps and National Camps.

RYAN MURPHY

PEOC Instructor


Ryan Murphy (Sydney, Nova Scotia) currently officiates professional hockey in the ECHL and American Hockey League (AHL). He has officiated multiple ECHL Kelly Cup Finals and AHL Calder Cup Playoff series.


He has also officiated Canadian Major-Junior Hockey in the Quebec Major Junior Hockey League.

FURMAN SOUTH

PEOC Instructor


Furman South (Sewickley, PA) currently officiates professional hockey in the American Hockey League (AHL). He also officiates in USA Hockey’s Officiating Development Program (ODP), where he has experience as  in the USHL, NAHL, and SPHL.


Furman has been selected to officiate at the National Hockey League Prospects Camp in Traverse City, MI.  He was also selected to attend the National Hockey League Officiating Combine in Buffalo, NY.


Prior to his career in officiating, Furman formerly played NCAA Division I hockey for Robert Morris University.

JIM DOYLE

PEOC Instructor


Jim Doyle (Medford, NJ) is currently a Officiating Supervisor in the American Hockey League (AHL) and ECHL. Jim also supervises officials at the NCAA Division I Men's level for the Atlantic Hockey Association. Jim is also a current Off-Ice Official with the National Hockey League (NHL).


Jim previously officiated professional hockey as a linesman in the American Hockey League (AHL) and ECHL.

JIM WEAVER

PEOC Instructor


Jim Weaver (Pittsburgh, PA) is currently the USA Hockey Mid-American District Referee-in-Chief.  He is also currently a USA Hockey Officiating Program Supervisor and member of the USA Hockey Seminar Instruction Staff.  


Jim has also been an off-ice official with the National Hockey League (NHL) since 1994.  He was recently a Vice President of the Western Pennsylvania Hockey Officials Association (WPHOA), and was President of WPHOA from 1985-1994.

DAVID BANFIELD

David Banfield (Philadelphia, PA) currently officiates professional hockey in the American Hockey League (AHL).  He has previous professional hockey officiating experience in the National Hockey League (NHL), International Hockey League (IHL), ECHL, and CHL. 


He has officiated major-junior hockey in the Ontario Hockey League (OHL) and Quebec Major Junior Hockey League (QMJHL). 


Additionally, David is a graduate of the USA Hockey's Officiating Development Program (ODP), having worked in the United States Hockey League (USHL) and America West Hockey League (AWHL).

KEN HANDLEY

PEOC Instructor


Ken Handley (Cincinnati, OH)  is currently the USA Hockey Mid-American District Seminar Coordinator. Ken has been an official at the American Collegiate Hockey Association (ACHA) as well as every level of USA Hockey Amateur.  He has also worked as an official at the USA Hockey District and State levels and as an National Federation of High Schools Official for over 20 years. 

 

Ken has supervised officials in the American Collegiate Hockey Association and many USA Hockey District and State tournaments.  Ken has participated as an instructor at numerous District Officiating Seminars and has served as the Coordinator of multiple USA Hockey Mid-Am District Seminar events. Ken is currently the Referee-in-Chief of the Ohio Valley Hockey Officials Association.

GARRETT GAYDOSH

Garrett Gaydosh (Pittsburgh, PA) is a current member of the USA Hockey Officiating Development Program (ODP) and officiates in the North American Hockey League. He has previously been on the Officiating Staff rosters of the United States Hockey League and Southern Professional Hockey League.


Garrett also currently officiates NCAA Hockey in College Hockey America, the Eastern Collegiate Athletic Conference, and Atlantic Hockey.  He has also been selected to attend USA Hockey Regional Camp and National Camp.  


Garrett is also a member of the USA Hockey Seminar Instruction Staff and is a USA Hockey Officiating Supervisor.

RANDY DENGLER

Randy Dengler (Pittsburgh, PA) is a current member of the USA Hockey Officiating Development Program (ODP) and officiates in the North American Hockey League (NAHL), United States Hockey League (USHL), and Southern Professional Hockey League (SPHL).


He previously attended three Pittsburgh Elite Officiating Camps prior to being hired by the ODP. He has also been selected to attend USA Hockey's Mid-American District and Eastern Regional Camps

TIM MORGRET

PEOC Instructor


Tim Morgret (Pittsburgh, PA) officiated professional hockey in the ECHL and NCAA Men's Division I college hockey in the ECAC.  


Additionally, Tim is currently the USA Hockey State Director of Officials for Western Pennsylvania and West Virginia.  Tim is also a USA Hockey Seminar Coordinator and a member of the USA Hockey Seminar Instruction Staff.

SCOTT ZELKIN

Scott Zelkin (Chicago, IL) is currently the Manager of USA Hockey’s Officiating Development Program (ODP). His duties include guiding all aspects of the USHL and NAHL officiating programs, including assignment, evaluation, recruitment, and retention of officials. Zelkin has an extensive on-ice background that made him one of the most highly-accomplished officials in the United States.

After three seasons as a referee in the USHL and graduating from the University of Denver with a degree in Finance, he went on to an officiating career in higher levels of hockey, culminating as a referee in the NHL. He also has worked over 1,000 games in the AHL and IHL, as well as having officiated in multiple IIHF World Championships and the 1990 NCAA Division I Men’s Ice Hockey Frozen Four.

Zelkin also spent numerous years working as an instructor in USA Hockey’s Officiating Development Program helping to train some of the best young officials in the United States. 

MARK FAUCETTE

Mark Faucette (Tampa, FL) joined the National Hockey League in 1985, worked 918 NHL regular season games, 72 NHL Stanley Cup Playoff contests, and the 1996 NHL All-Star Game. He was also selected to referee at the 1998 Olympic Games in Nagano, Japan and the 1996 World Cup.


Mark is currently the Director of Officiating for the Southern Professional Hockey League (SPHL), the Director of the Department of Player Safety in the NAHL, and a Supervisor of Officials in USA Hockey’s Officiating Development Program. He also previously worked as an Officiating Supervisor in the ECHL.

DAVID LABUDA

David LaBuda (Chicago, IL) joins PEOC for the first season in 2016.


David is the current USA Hockey National Referee-in-Chief.  He is also an Officiating Supervisor in the United States Hockey League (USHL) and USA Hockey Officiating Development Program (ODP)

CHRIS ALLMAN

Chris Allman (St. Paul, MN) is the Officiating Coordinator for the NAHL and NA3HL. Allman's main responsibilities include supervising, evaluating and coordinating all the officials within the North American Hockey League (NAHL) and NA3HL.


His responsibilities include educating and developing on-ice officials through evaluations and observation. Allman has a wide array of experience on the ice as an official where for the past 10 years he has worked professionally in the AHL, ECHL, CHL and SPHL as a referee or linesman. He also has on-ice experience at both the NAHL and USHL levels

B.J. RINGROSE

B.J. Ringrose (Colorado Springs, CO) coordinates the daily operations of the USA Hockey Officiating Program and organizes various development events and camps.  He also works with District Referees-in-Chief to promote officiating development and education across the United States.


B.J.'s officiating experience includes over twenty years working at various levels.  He worked over ten seasons in the American Hockey League (AHL) and ECHL.  He also worked four seasons at the NCAA Division I level in multiple conferences.

JOE ERNST

Joe Ernst (Wheeling, WV) is currently the Vice President of Hockey Operations of the ECHL. He has previously worked for the ECHL as the Director of Officiating as well. Joe is currently responsible for everyday operations of the ECHL’s officiating and hockey operations departments, which include player discipline, the overall supervision of on-ice officials, oversight of rules, the ECHL Rule Book & its directives and communicating with the National Hockey League and American Hockey League on the advancement of ECHL on-ice officials.

Joe’s officiating experience includes working as a referee in the ECHL (including six Kelly Cup Finals and one All-Star Game, the American Hockey League and the International Hockey League. He was also a member of the National Hockey League’s training program and worked numerous NHL pre-season games.  Ernst was also inducted into the ECHL Hall of Fame in 2011.

DAVE MADSEN

Dave Madsen (Cincinnati, OH) is currently a supervisor of officials in the ECHL and Southern Professional Hockey League (SPHL).


Dave is also currently a supervisor for USA Hockey's Officiating Development Program, overseeing officials in leagues such at the North American Hockey League (NAHL) and United States Hockey League (USHL).  He has held this position with USA Hockey's Officiating Development Program since 2009.   


Dave's on-ice officiating experience includes multiple professional hockey leagues, including the World Hockey Association (WHA) and International Hockey League (IHL).  

JEFF FULTON

Jeff Fulton (Rochester, NY) is currently the Director of Officiating for SUNYAC (State University of New York Athletic Conference) and ECAC West (NCAA Division III).  He is also the President of the Hockey Referee Assigning Organization (HRAO).


HRAO has over 320 officials from Maine to Maryland and are available for assignments to NCAA Division III hockey games for the State University of New York Athletic Conference (SUNYAC), New England Small College Athletic Conference (NESCAC), ECAC East, ECAC West, Stevenson University and Canton College Men's and Women's Teams.  Currently, HRAO assigns hockey officials for 70 teams over 4 leagues in the NCAA Division III Men's and Women's hockey. 


Jeff was a NCAA referee for 25 years.  He was selected to officiate the 2000 NCAA Frozen Four and the 2005 NCAA Division III National Championship.
